Outlook for 2011-12 There will be tensions within the Movement for Democratic Change (MDC) and the Zimbabwe African National Union-Patriotic Front (ZANU-PF), as well as between the two parties, in the run-up to elections. Polls may be held in 2011 under the existing (flawed) constitution, with the president, Robert Mugabe, and ZANU-PF likely to declare victory again. Sanctions are likely to remain in place if there are concerns about the conduct of polls, but a new ZANU-PF government will increasingly turn its attention to Asia for trade and, perhaps, aid. GDP growth is likely to moderate to around 3% in 2011-or much lower if the election process is violent. Prospects for 2012 will be determined by the conduct and outcome of the polls, but a return to negative growth is possible. Should ZANU-PF come out on top in elections, a return to the mismanaged use of the Zimbabwe dollar cannot be ruled out. Ferro-alloys, gold and tobacco will continue to dominate export earnings in 2011-12. The increase in imports-which has been funded in part by humanitarian assistance-may be undermined by political developments. Monthly review A spokesman for ZANU-PF has commented that elections will be held next year 'with or without' constitutional reforms, suggesting that elections under the existing constitution are becoming the most likely option. Food security is set to deteriorate across much of the country into early 2011, according to the US-funded Famine Early Warning System Network. The 2011 budget presented by the finance minister, Tendai Biti, did not contain any major innovations, notwithstanding an increase in the basic income tax threshold. Zimbabwe's ranking in the World Bank's annual Doing Business index has slipped somewhat, and the country is now ranked below all but two of its regional competitors-Ang ola and the Democratic Republic of Congo. Inflation slowed to 3.6% in October from 4.2% the previous month, despite a further increase in the rate of food price inflation. Pick n Pay, South Africa's second-largest supermarket chain, is to increase its stake in a local firm, TM Supermarkets, to 49%-the maximum allowed under the government's local-ownership rules.
