Disaster Risk Reduction

Disaster Risk Reduction (DRR) is a systematic approach to identifying, assessing and reducing the risks of disaster. It aims to reduce socio-economic vulnerabilities to disaster as well as dealing with the environmental and other hazards that trigger them: here it has been strongly influenced by the mass of research on vulnerability that has appeared in print since the mid-1970s. It is the responsibility of development and relief agencies alike and it should be an integral part of the way such organisations do their work, not an add-on or one-off action. DRR is very wide-ranging, therefore. Its scope is much broader and deeper than conventional emergency management. There is potential for DRR initiatives in just about every sector of development and humanitarian work.

The most commonly cited definition of DRR is one used by UN agencies such as UNISDR and UNDP: "The conceptual framework of elements considered with the possibilities to minimize vulnerabilities and disaster risks throughout a society, to avoid (prevention) or to limit (mitigation and preparedness) the adverse impacts of hazards, within the broad context of sustainable development."

Q. --- Aiming to take forward the successful application of community based approaches using a cash transfer mechanism, ATT volunteers living in villages to facilitate community processes, and an incremental learning approach from the shelter programme, it changed the focus to integrated community based disaster risk reduction and disaster preparedness.

A. Incremental means that the learning process is done in steps. The word increment means steps (one by one).

Since the 1960s there has been a constant evolution in the common understanding of international disaster management. Despite international efforts aimed at reducing the impact of hazards on humankind, very little progress was made. Disaster losses are on the increase. Unsustainable developmental activities could in most instances be blamed for the high level of disaster risk present in communities. This monograph aims to develop a comprehensive multi-sphere disaster reduction framework that is tailor-made for the strategic management arena in South Africa. The research provides the reader with a background study on the international development of the concept of disaster risk reduction and its components. It focuses on disaster risk management and disaster management within the South African context. International disaster risk reduction frameworks are analytically compared and aligned with international best practices. Subsequently the South African National Disaster Management Policy Framework is analysed and compared to the findings of the international comparison. In conclusion this monograph provides a new disaster risk reduction framework for South Africa.
